Customize menu buttons

Hi, I use 2 installations of reaper. One on my desktop and one on my laptop. For somre reason, no matter what layout I try I can never get them both to have the same "menu buttons". Im not really sure if that's what they are called but Im talking about the area in teh top left of the screen right below file, view, etc. and above the track list. On my desktop for example ther is a metronome button that I find quite convenient, but its not present on my laptop installation. 1. What is this area officially called? 2. Can I eddit what buttons are in there? TIA

You can modify all menu buttons. They're also independent from themes and layouts. Sounds like your laptop toolbar somehow got modified from the default. Right-click on blank space next to the toolbar, go to Customize toolbar, then Reset, Reset current menu/toolbar to default. Or just drag Enable Metronome from the right side to the left.
